提高能效对中国有双重贡献:它既能够以较低成本解决一些地区对能源服务的需求,同时也能为实现改善空气质量的目标做出重要贡献。和其他许多国家一样,在中国,电网公司在支持将能效作为电力系统资源方面可以发挥重要作用。然而,电网公司要实现这样的做法,还存在一些巨大的障碍。本文基于国际经验,总结出了解决这些问题的6种政策和监管机制,如,实施能效绩效奖励措施,以供中国借鉴。

浅谈分布式发电补偿机制的几点国际经验

如何设计补偿机制来更好地支持分布式发电,特别是扩大分布式发电对于所有利益相关方的价值,是一个值得探究的问题。最近,睿博能源智库和美国国家可再生能源实验室(NREL)联合发表了一篇关于并网分布式发电补偿机制入门的研究,对其中的一些关键设计要素:1)电表计量和记账安排,2)分布式发电上网电价制定,以及3)终端销售电价,进行了分析和讨论。本篇文章基于以上国际经验,对重点内容进行了总结,今后我们会对这一话题进行深入探讨。

将可再生能源纳入中国电力系统:技术入门系列

尽管现有文献对中国的可再生能源问题做了大量研究,但是对中国电力行业的基本制度和实践及其如何影响可再生能源发展及并网这一电力行业和监管机构所面临的问题方面的介绍甚少。本系列的两份报告分别发表于2014年和2015年,现应需求翻译成中文,以飨读者。在此特别感谢华北电力大学张素芳教授对中文版做出的贡献。

 20171023日至27日,环保部政研中心举办了“美国和欧洲排污许可制度”研讨会。本次研讨会邀请美国睿博能源智库(RAP)首席研究员Christopher James、美国加州环保局官员等专家,分别就欧洲和美国大气排污许可制度及美国水污染物排放制度进行经验介绍,涉及空气质量管理体系、水污染物预处理制度、再生水利用、排污许可执法及处罚、守法监测、信息公开、公众参与等多项议题。
